David Beers is special adviser to the Bank of England’s International Directorate, where he works on sovereign debt, IMF, China, and UK bank stress testing policy issues. In addition, he is a member of its Credit Ratings Advisory Committee, which reviews internal credit ratings assigned to the Bank’s financial counterparties, and he leads development of the BoC-BoE sovereign default database, which quantifies all sovereign debt in default owed to official and private creditors by country and globally since 1960 (see here). In 2012-2013, David was special adviser to the Governor at the Bank of Canada, where he worked on financial stability and monetary policy matters. From 1993 through 2011, he led Standard & Poor’s global team of analysts responsible for sovereign and international public finance credit ratings and research. David is a founding member of the Ad Hoc Working Group on the London Term Sheet for GDP-linked bonds.

Peter Crossan is a Senior Associate in the international capital markets department of Allen & Overy LLP in London. Peter advises banks and issuers (including sovereigns, supra-nationals, corporates and financial institutions) on a broad range of capital markets transactions from senior and subordinated bonds, debt restructurings and liability management to asset backed bonds, commercial paper and EMTN programmes. Peter has been a member of the ad hoc working group on GDP-linked bonds comprised of market participants and economists from the Bank of England to design market appropriate GDP-linked bonds for sovereigns since its inception.

Prior to Algebris, Alberto was Head of Global Macro Credit Research at RBS (2011-2016). Previously, Alberto was a macro strategist at Goldman Sachs in New York and at Merrill Lynch in London. Alberto is a member of the ECB and ESMA working groups on macro-financial stability and a contributor to the Financial Times, Bloomberg View and the World Economic Forum. He holds a MSc in Economics and Finance from Bocconi University, cum laude, where he is a guest lecturer on macroeconomics. He is a CFA charterholder.

Starla is a New York-qualified lawyer, and was formerly a Managing Director at EMTA, the Emerging Markets Trade Association, and an associate at the law firm of Shearman & Sterling LLP working in the international financial group in New York and Paris. Starla has over 20 years experience in international finance, emerging markets currency derivatives, and capital markets development, and specialises in policy issues affecting private investment in emerging and frontier markets, particularly Sub-Saharan Africa. While at EMTA, Starla supported EMTA members through several EM currency and debt crises, and spearheaded EMTA’s investor outreach and research on GDP-linked warrants and bonds. At Slaney Advisors, Starla undertakes policy advocacy on behalf of clients and assists in the structuring and sale of arbitration claims and awards. Starla is a member of the London-based Ad Hoc Working Group on the London Term Sheet for GDP-Linked Bonds.

He has previously been a partner of Spinnaker Capital in London and a senior portfolio manager at DWS in Frankfurt. Prior to working in the financial industry, Christian conducted sustainability research at the Wuppertal Institute for Climate, Environment and Energy. He graduated from Witten/Herdecke University in Germany with a Master’s degree in Economics and holds the Chartered Financial Analyst designation.

Yannis Manuelides is a London finance partner with the international law firm Allen & Overy LLP. He has over 25 years experience in banking and finance transactions including project, corporate and leveraged finance, debt restructurings, securitisations and capital market transactions. He studied philosophy in the USA and law in the UK where he qualified as an English solicitor. From 1992 to 1997 he worked in France where in 1994 he also became a member of the Paris bar. Yannis is a contributor to the current debates on sovereign and bank debt through advice, membership of special committees, lectures and thought-papers. He has been a member of the ad hoc working group on GDP-linked bonds comprised of market participants and economists from the Bank of England to design market appropriate GDP-linked bonds for sovereigns since its inception.
